Regarding this issue, the Standing Committee of National Defense and Security said that the change will help the State strictly manage subjects, and at the same time support people to exercise their rights and obligations, and participate in events.

In addition, the current Citizen Identification Law only regulates the issuance of Citizen Identification cards to Vietnamese citizens aged 14 and over.

`Therefore, changing the name of the Law and the name of the card as submitted by the Government is necessary, consistent with the scope and to cover all the subjects of the draft Law,` Mr. Toi said.

National Assembly Chairman Vuong Dinh Hue further informed that at the working session on the morning of November 14, the Politburo had high consensus on changing the name of this law project.

Currently, many types of documents coexist such as citizen identification cards, barcode citizen identification cards, and chip-embedded citizen identification cards.

Regarding issuance, renewal, and re-issuance of identification cards, Mr. Le Tan Toi said that authority is decentralized from the central to local levels.

With current regulations on centralized database management, checking and comparing citizen identification data needs to be done at the identification data center to ensure accuracy nationwide.

On the other hand, organizing the printing and issuance of ID cards centrally at the identification management agency of the Ministry of Public Security will save costs on purchasing equipment, supplies, raw materials and card printing costs.

The draft Law assigns only one focal point, the identification management agency of the Ministry of Public Security, with the authority to issue identification cards, which is consistent with current technology and management practices.
